Are the number of occurences of accidents directly related to the Road Conditions.

Well people generally blame the road for everything but I would love to ask is it not the driver entirely to blame rather than the road as he is fully aware of the ongoing conditions of road yet braves it or rather must be quoted "risks" it and when something adverse happens he blames the road like i didnt see that obstruction or my vehicle skid hey i say common sense dictates that when a road is uneven be cautious cos if u take the risk be ready to acknowledge the circumstances and outcome of it
